Municipal Programs

Some municipalities have established inspection and reporting requirements for existing buildings. Reliance Asset Consulting assists building owners, condominium and strata corporations, and property managers with applicable municipal assessment and reporting programs.







CALGARY BUILDING EXTERIOR VISUAL ASSESSMENT (BEVA)

The City of Calgary Building Maintenance Bylaw 33M2016 requires buildings that are five storeys or greater and more than 10 years old to undergo a Building Exterior Visual Assessment (BEVA). The initial assessment is required at 10 years, with subsequent assessments required every five years.

The purpose of the program is to identify exterior building conditions that may present a risk to public safety, including conditions that could result in materials or debris falling from the building.


The assessment includes a visual review of the building's exterior walls and roof. Components are assessed and recorded on the City of Calgary Building Exterior Visual Assessment form.

RELIANCE BEVA SERVICES

Reliance Asset Consulting completes Building Exterior Visual Assessments to meet the City of Calgary requirements. Following the inspection, we provide the completed BEVA documentation together with a written report containing photographs, observations and recommendations for identified maintenance, repair or further investigation.

VANCOUVER ENERGY AND CARBON REPORTING

The City of Vancouver's Energize Vancouver program was established to track energy use and greenhouse gas emissions from existing large buildings.

The City's Annual Greenhouse Gas and Energy Limits By-law applies to commercial and multi-family residential buildings with a gross floor area of 4,645 m² (50,000 ft²) or greater.

Energy and building information is reported using ENERGY STAR Portfolio Manager and the City of Vancouver's Building Performance Reporting System.

RELIANCE ENERGY AND CARBON REPORTING SERVICES

Reliance Asset Consulting assists building owners, strata corporations and property managers with the preparation and submission of annual energy and carbon reporting information.

The service includes the collection and review of building information, compilation of electricity and natural gas consumption data, preparation or updating of the property's ENERGY STAR Portfolio Manager profile, review of the information for completeness, and submission through the City's reporting system.

CURRENT PROGRAM STATUS – CITY OF VANCOUVER

On May 21, 2026, Vancouver City Council directed staff to pause enforcement of the Annual Greenhouse Gas and Energy Limits By-law while the program is reviewed.

The City is continuing to accept energy and carbon reports; however, there are currently no penalties for buildings that do not submit a report. City staff are expected to report back to Council in the first half of 2027.

Buildings that submit a complete report by September 1 can continue to receive a scorecard comparing their building with similar buildings.
